    Social perceptions versus meteorological observations of snow and winter along the Front Range

This study also investigates how an individual's characteristics may shape perceptions of winter weather and climate. A survey was administered to determine if perceptions of previous winters align with observed meteorological data. The survey also investigated how individual characteristics influence perceptions of snow and winter weather. The survey was conducted primarily along the Front Range area of the state of Colorado in the United States of America. This is a highly populated semi-arid region that acts as an interface between the agricultural plains to the east that extend to the Mississippi River and the Rocky Mountains to the west. The climate is continental, and while many people recreate in the snowy areas of the mountains, most live where annual snowfall amounts are low. Precipitation, temperature, and wind speed datasets from selected weather stations were analyzed to determine correct survey responses. Survey analysis revealed that perceptions of previous winters do not necessarily align with observed meteorological data. The mean percentage of correct responses to all survey questions was 36.8%. Further analysis revealed that some individual characteristics (e.g. winter recreation, source of winter weather information) did influence correct responses to survey questions

    Performance of Major Flare Watches from the Max Millennium Program (2001-2010)

    The physical processes that trigger solar flares are not well understood and significant debate remains around processes governing particle acceleration, energy partition, and particle and energy transport. Observations at high resolution in energy, time, and space are required in multiple energy ranges over the whole course of many flares in order to build an understanding of these processes. Obtaining high-quality, co-temporal data from ground- and space- based instruments is crucial to achieving this goal and was the primary motivation for starting the Max Millennium program and Major Flare Watch (MFW) alerts, aimed at coordinating observations of all flares >X1 GOES X-ray classification (including those partially occulted by the limb). We present a review of the performance of MFWs from 1 February 2001 to 31 May 2010, inclusive, that finds: (1) 220 MFWs were issued in 3,407 days considered (6.5% duty cycle), with these occurring in 32 uninterrupted periods that typically last 2-8 days; (2) 56% of flares >X1 were caught, occurring in 19% of MFW days; (3) MFW periods ended at suitable times, but substantial gain could have been achieved in percentage of flares caught if periods had started 24 h earlier; (4) MFWs successfully forecast X-class flares with a true skill statistic (TSS) verification metric score of 0.500, that is comparable to a categorical flare/no-flare interpretation of the NOAA Space Weather Prediction Centre probabilistic forecasts (TSS = 0.488).Comment: 19 pages, 2 figures, accepted for publication in Solar Physic

    Obtaining and examining cell site location records to find a person is a “search” in any normal sense of the word — a search of documents and a search for a person and her personal effects. It is therefore a “search” within the meaning of the Fourth Amendment in that it constitutes “examining,” “exploring,” “looking through,” “inquiring,” “seeking,” or “trying to find.” Nothing about the text of the Fourth Amendment, or the historical backdrop against which it was adopted, suggests that “search” should be construed more narrowly as, for example, intrusions upon subjectively manifested expectations of privacy that society is prepared to recognize as reasonable.Entrusting government agents with unfettered discretion to conduct searches using cell site location information undermines Fourth Amendment rights. The Amendment guarantees “[t]he right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches.” The Framers chose that language deliberately. It reflected the insecurity they suffered at the hands of “writs of assistance,” a form of general warrant that granted state agents broad discretion to search wherever they pleased. Such arbitrary power was “unreasonable” to the Framers, being “against the reason of the common law,” and it was intolerable because of its oppressive impact on “the people” as a whole. As emphasized in one of the seminal English cases that inspired the Amendment, this kind of general power to search was “totally subversive of the liberty of the subject.” James Otis’s famous speech denouncing a colonial writ of assistance similarly condemned those writs as “the worst instrument of arbitrary power,” placing “the liberty of every man in the hands of every petty officer.” Thus, although those who drafted and ratified the Fourth Amendment could not have anticipated cellphone technology, they would have recognized the dangers inherent in any state claim of unlimited authority to conduct searches for evidence of criminal activity. Cell site location information provides insight into where we go and what we do. Because this information is constantly generated and can be retrieved by the government long after the activities it memorializes have taken place, unfettered government access to cell site location information raises the specter of general searches and undermines the security of “the people.
